Close Encounter of the VIB Kind
Dec. 11th, 2006 09:14 amNight before last a book appeared on my shelf above the desk where I audit the night... It is a VIB. A Very Important Book. I don't usually deal with VIB's unless I'm the one creating said VIB, so I moved it into the manager's office, realm of many such VIB's. Last night, it came back. Leah, my Squishy Girl turned Supervisor, brought me the VIB. She told me, briefly, that it was to log cash transactions $10,000 or more, or combined cash transactions $10,000 or more. She said we'd all be receiving training on Title 26 or whatever it was. She also said 'they' had determined that the Multiple Transaction Log should be in night audit. Whoever 'they' are, 'they' did not consult me or Alea as to our respective opinions of said VIB. But, because Leah is one of my supervisors and I don't rebel against supervisors for the most part, I said, "Well, it's just Another Book to me" & sat it back on my shelf with my Other Books (the FODR 2006 book, the Mail/Info Book, the Movie Network Troubleshooting Book, the Room Changes Book, etc). As the night progressed, however, I could feel yet Another Book turning into a VIB. So I pulled the Book off the shelf & proceeded to read the 'Reg 6/Title 26' procedural manual the Book held within its black binder covers.
Basically, anyone who receives a cash or traveler's check transaction $10,000 or more, or who receives multiple transactions equal to or more than $10,000 must log not only the date, time and amount/s of said transaction/s but also the payor's name, address, racial identity, country of origin, the serial numbers of the bills/traveler's checks, etc. A tax form must then be filled out & faxed to the IRS.
To put it plainly and bluntly - I don't want the VIB to become OOMP's (One of My Problems) or OONAP's (One of Night Audit's Problems). I would like it very much if the VIB remained an SEP (Someone Else's Problem). So I e-mailed the PTB (Powers-That-Be) & told them to get the VIB the Hel outta our office. Only I was more diplomatic than that. I said that I didn't feel our workspace is secure and even though we have locking drawers in our desk, anyone can get the key - and we have come to work to find not only items on our desk & shelf missing (including the one actual VIB we deal with - the past year's FODR's) - the other day our whole computer was missing. No one ever seems to witness these surprise requisitions, no one ever knows who took It, or where they said they were going with It, or if they mentioned when they would be returning It. I also mentioned that we are only at work from 9pm til 7am, which leaves a lot of space there for anyone to walk off with said VIB. I also let them know that I didn't want myself, Alea or any future or relief night auditors to be held responsible for the verification of the logs or the transmission of the logs to the pertinent parties, whomever they may be. I mentioned that it's bad enough we have to be responsible for the timely and accurate reporting and transmission of our own inner-office FODR & associated reports, and we get reamed from five different directions when we forget to do something, not to mention getting called at home several times per forgotten action.
(Now, logically, it makes sense that the PTB want us Very Responsible People to be responsible for the VIB - they don't even know who's covering night audit when one of us calls in... they double schedule people as relief leads who are training to be a relief VRP... they don't know how much OT a VRP who will be working 9 days straight due to an emergency shift bid will be getting paid... they don't know who authorized a VRP to get an assload of OT when they didn't know the other VRP had called in & didn't even know another VRP was going to be covering the shift because the PTB the VRP told she would be covering the sick days of the VRP couldn't bother to inform the other PTB's, and the other PTB's couldn't even bother to call a relief VRP even after asked nicely to do so. So yes, logically and sanely we are the only department who should be responsible for the VIB - which is all the more reason for me to say, "No.")
